This was done with alchol inks again, on a transparency. You apply the ink or a couple of colors of inks to an applicator, dab it on the shiny side of the transparency, and then sprinkle (spritz or splatter with a paint brush) rubbing alchol. It's okay, but sort of messy to suit me.
